US offers Egypt budget aid after Mursi backs reforms

Secretary of State John Kerry pledges $250 million in economic aid if Egyptian President Mohamed Morsi agrees to negotiations over economic reforms.

CAIRO ? The United States said on Sunday it would give Egypt $250 million in budget aid after Egyptian President Mohamed Mursi promised to take the painful economic reforms needed to secure an IMF loan.

U.S. Secretary of State John Kerry announced the funding after meeting Mursi and acknowledged Egypt's "extreme needs" as the Islamist government struggles with a slide in currency reserves to worryingly low levels and a soaring budget deficit.


Cairo says it wants to reopen talks with the International Monetary Fund on a $4.8 billion loan which was agreed in principle last November but suspended at Cairo's request due to violent street protests the following month.

"In light of Egypt's extreme needs and President Mursi's assurance that he plans to complete the IMF process, today I advised him the United States will now provide the first $190 million of our pledged $450 million in budget support funds," Kerry said in a statement at the end of a visit to Cairo.

The $190 million is part of a $1 billion pledge by U.S. President Barack Obama in 2011 after Egypt's popular uprising.

Kerry also said the United States would release $60 million for an Egyptian-American Enterprise Fund, which is designed to support small and medium companies in the private sector.

However, the U.S. diplomat hinted further aid will depend on Egypt carrying out both economic and political reforms.

"The United States can and wants to do more," he said. "When Egypt takes the difficult steps to strengthen its economy and build political unity and justice, we will work with our Congress at home on additional support."

A spur to reform
Kerry described the funds as "a good-faith effort to spur reform and help the Egyptian people at this difficult time". On Saturday he said it was "paramount, essential, urgent" that the economy get back on its feet.

However, the sum is dwarfed by the budget deficit, which is growing rapidly as a slide in the Egyptian pound pushes up the cost of subsidizing energy and food, much of which has to be imported using scarce dollars.

In a reform program which Egypt is sending to the IMF, the government targeted a deficit for this financial year of 189.7 billion Egyptian pounds ($28 billion) or 10.9 percent of economic output. Even this assumes economic reforms are made, and the deficit would hit 12.3 percent of GDP without such action, it forecast.

Egypt's political and economic turmoil has frightened away foreign investors and many tourists - a major source of the foreign currency it needs to pay for wheat and fuel imports.

Two years after the fall of Hosni Mubarak, Egypt is deeply split between the ruling Islamists and the leftist and liberal opposition parties, most of which have announced they will boycott parliamentary elections due to start next month.

On Sunday, a Cairo appeals court ordered that a politically fraught retrial of Mubarak, his sons and top aides should begin on April 23, nine days before the elections are due to begin.

Mubarak, the first Arab ruler to be tried by his people after the uprisings that swept the Middle East and North Africa, was jailed for life for ordering the killing of demonstrators in 2011, but was granted a retrial by a Cairo court in January.

As Kerry completed his visit, protesters and security forces clashed in Cairo's Tahrir Square, center of the revolution, as police tried to clear demonstrators and open the square to traffic, a witness said.

Unidentified assailants set fire to a police vehicle outside the nearby Egyptian Museum, where the treasures of Ancient Egypt are on display, the state news agency MENA reported.

Hundreds of people were also injured in the Suez Canal city of Port Said during clashes between police and protesters there, security and medical sources said.

Egypt's armed forces said on its Facebook page one military officer was wounded when he was shot in the leg and one soldier from the security forces was killed when he was shot in the neck by "unknown elements".

April IMF deal?
Finance Minister Al-Mursi Al-Sayed Hegazy was optimistic that an IMF agreement could be sealed before the four-stage lower house poll gets under way on April 22. "I expect and am hopeful this deal can be made before the elections," he told reporters.

Economists are divided between those who see such a timetable as over-optimistic and those that believe Egypt cannot hold out much longer without help.

Foreign currency reserves tumbled to $13.6 billion in January from $36 billion before the fall of Mubarak, and the Egyptian pound has dropped 8.2 percent since the central bank began auctioning dollars at the end of December.

Reserve figures due out this week are expected to show a continuing slide further below $15 billion - the amount needed to fund three months' imports, economists said.

However, the price of any deal is likely to be high. Egypt is sending projections to the IMF of huge increases in gasoline and diesel prices as it comes under pressure to curb soaring energy subsidies, a cabinet official said on Sunday.

The government plans to continue subsidized fuel prices for the most needy, under a rationing system to be implemented in July. However, Egyptians excluded from this scheme would face a jump in prices that could provoke public fury if implemented.

The official, who is part of the cabinet's economic team, told Reuters the increases would be put to an IMF team once it arrives in Cairo to negotiate the loan. "The new prices are included in the economic reform program that will be presented to the IMF mission," said the official, who requested anonymity.

Petroleum Minister Osama Kamal was quoted by the state news agency MENA as describing the figures as estimates and said that no decisions had yet been made. According to the projections, the commonly used 90 octane gasoline would leap to 5.71 Egyptian pounds ($0.85) a liter from 1.75, while diesel would go up to 5.21 pounds from 1.10.

Obama's divide-and-conquer strategy: Is it really about destroying GOP?

The day after Obama's inauguration, Boehner accused him of trying to 'annihilate' the Republicans. Indeed, the party's struggles since have only grown. But weakening the GOP may not be all Obama wants.

There?s no doubt about it, things aren?t going well for the Republicans.

The latest polls show President Obama and the Democrats beating Republicans on just about every issue, from the economy and health care to immigration, Medicare, and gun violence. Overall, 45 percent of Americans agree with most of what the president is doing, 40 percent agree with the congressional Democrats, and only 29 percent agree with the congressional Republicans, according to an NBC News/Wall Street Journal survey released Wednesday.

Ouch.

So here?s a question: What role (if any) has Mr. Obama played in the Republicans? travails? Some Republicans ? hello, Eric Cantor ? say there?s nothing wrong with the party?s positions, and their problem is marketing. Others, in a hint to hard-line tea partyers, say the party has to become more pragmatic and open to compromise even while still hewing to its core principles.

But there?s a case to be made that Obama has helped exacerbate the GOP?s internal divisions by highlighting wedge issues. Gay marriage, the expansion of Medicaid, immigration reform, even the ?sequester? ? all have splintered the Republicans and at times forced them into debate among themselves as much as with Democrats.

?Obama?s doing a good job of exploiting internal discord,? says Ford O?Connell, president of the conservative Civic Forum PAC.

The Republicans, of course, damaged themselves in the last election. The party is still digging out from Mitt Romney?s rich-guy gaffes, starting with his disparaging comments about the ?47 percent.? Obama continues to crush the Republicans on the issue of who understands the concerns of the middle class. Then there were the off-key comments on rape that cost the Republicans two Senate seats and untold embarrassment nationally, especially among women voters.

But it was Obama?s unabashedly liberal speech at his second inaugural that fueled the notion that he is actively trying to splinter the opposition. He went after climate-change skeptics when he bashed those who ?may still deny the overwhelming judgment of science.? He took an indirect slap at the GOP?s vice presidential nominee, Paul Ryan, when he dismissed the idea that the social safety net ? Medicare, Medicaid, Social Security ? makes us ?a nation of takers.?

Obama went in for the kill with this comment: ?We cannot mistake absolutism for principle, or substitute spectacle for politics, or treat name-calling as reasoned debate.?

House Speaker John Boehner got the message. The next day, in a speech to the moderate-Republican Ripon Society, he accused Obama of trying to ?annihilate the Republican Party.?

The speaker argued that because Obama laid out an agenda that can?t get through the Republican-controlled House, the administration?s real aim must be to destroy the GOP.

?Let me just tell you,? Speaker Boehner said, driving the point home, ?I do believe that is their goal ? to just shove us into the dustbin of history.?

(AP) ? Jermaine O'Neal had 22 points and 13 rebounds, Wesley Johnson hit a 3-pointer at the end of regulation to force overtime and the Phoenix Suns beat San Antonio 105-101 Wednesday night to snap the Spurs' 18-game home winning streak.

Luis Scola added 15 points and Goran Dragic had 13 points and 13 assists for Phoenix, which snapped a six-game losing streak against San Antonio.

Tony Parker had 22 points to lead the Spurs, who had not lost at home since Dec. 1 against the Los Angeles Clippers. Tim Duncan had 19 points and 11 rebounds and DeJuan Blair and Kawhi Leonard added 15 points apiece.

San Antonio went 0 for 10 in overtime, its only points in the extra period coming when Parker made 1 of 2 free throws.

Returning from a 25-day road trip due to the San Antonio Stock Show & Rodeo, the Spurs (45-14) appeared to have the game in hand following a strong third quarter by Parker.

Amid cries of "MVP," Parker had 10 points in the period as San Antonio extended its lead to double digits. His assist to Duncan with 10 minutes left in the third gave the Spurs a 56-45 lead and his 10-foot jumper put them up 69-58.

Leonard's 3 with 1.1 seconds gave San Antonio a 77-67 lead entering the fourth.

The Suns rallied, pulling within 97-95 with less than a minute remaining on Marcus Morris' 3. Parker attempted to keep the Spurs ahead, tossing in a floater, a jump shot and feeding Duncan for a jumper that gave San Antonio a 99-97 lead with 11 seconds left. Manu Ginobili made one of two free throws with 3.7 seconds left to make it 100-97.

Johnson's 3 at the buzzer tied the game at 100 and sent it to overtime.

Both teams went a combined 0 for 14 to open overtime. Marcin Gortat's tip follow was the first basket of overtime, giving Phoenix a 102-101 lead with 1:07 left.

Yemen kidnappers free Swiss woman after Qatari mediation: agency

DOHA (Reuters) - A Swiss woman held hostage for nearly a year in Yemen has been freed by her kidnappers and flown to Doha following mediation by Qatar, the Qatari state news agency QNA reported late on Wednesday.

Armed tribesmen had kidnapped the teacher in the western Yemeni port city of Hudaida in March 2012 to press their government to free jailed relatives, a Yemeni Interior Ministry official told Reuters last year.

QNA said that an assistant to the Qatari foreign minister and the Swiss ambassador in Doha were at the airport to greet the woman, identified as Sylvia Abrahat, upon her arrival aboard a private plane from Yemen late on Wednesday.

"I thank the Qatari negotiating team, which had worked for months in silence, patience and wisdom until we reached this result," QNA quoted the Qatari official, Ali bin Fahd al-Hajeri, as saying, without giving further details.

Kidnappings of foreigners and Yemenis are common in the impoverished Arabian Peninsula state. Many are often freed unharmed.

A Finnish couple and an Austrian man are currently being held by suspected Islamist militants, having been sold by armed tribesmen who had kidnapped them in December last year, according to a senior Yemeni official.

The Austrian hostage had appeared in a video posted on YouTube earlier this month, saying he would be killed if ransom money was not paid to a Yemeni tribe within a week.

Pictured with what appeared to be an AK-47 assault rifle pointed at his head, Dominik Neubauer had said in a video posted on February 21 he would be killed if a Yemeni tribe did not get ransom money within a week.

His family responded on Wednesday with its own appeal in a YouTube video for his release as his hostage takers' deadline for a ransom payment neared.

Yemen last month suspended a military operation against al Qaeda-linked militants in al-Manaseh while tribal leaders tried to secure the release of the three hostages.

Rapid, point-of-care tests for syphilis: The future of diagnosis

Feb. 27, 2013 ? Syphilis is on the rise worldwide and there is an urgent need for reliable and rapid screening, particularly for people who live in areas where access to healthcare is limited. An international research team, led by scientists at the Research Institute of the McGill University Health Centre (RI-MUHC) in Montreal, has demonstrated that rapid and point-of-care tests (POC) for syphilis are as accurate as conventional laboratory tests. The findings, which were published in PLoS ONE, call for a major change in approach to syphilis testing and recommend replacing first line laboratory tests with POC tests globally, especially in resource-limited settings.

"There is a need to embrace rapid and POC tests for syphilis in global settings," argues Dr. Nitika Pant Pai, the study's senior and corresponding author, clinical researcher at the RI-MUHC and assistant professor in the Department of Medicine at McGill University. "This meta-analysis generates global evidence across all populations for POC tests for syphilis and is the first to use sophisticated analyses to explore the accuracy of POC tests compared to the best reference standards."

Currently, syphilis is screened using conventional laboratory-based tests that can take up to three weeks to deliver results. These tests require chemical agents, trained staff and a continuous supply of electricity, which are not readily available in some parts of the world. Rapid and POC tests can be performed on a simple finger stick sample one patient at a time, and the results communicated to the patient within 20 minutes, saving time and helping doctors order confirmatory tests and rapidly flagging patients who need treatment.

Syphilis is a sexually transmitted disease caused by the rod-like bacterium Treponema pallidum. It is transmitted between sexual partners through direct contact with a Syphilis sore. It may also be transmitted from mother to fetus during pregnancy or at birth, resulting in congenital syphilis. "As well timely screening and treatment in first trimester is extremely important for pregnant women to prevent still births, pre-term births and mother-to-child transmission of syphilis," adds Yalda Jafari, the study's first author and a former master's student of Dr. Pant Pai.

As many as 50 million people worldwide are being treated for syphilis and about 12 million new cases are diagnosed every year. However, approximately 90% of those infected do not know it, and this is the driving force behind the worldwide epidemic. The U.S. Centers for Disease Control (CDC) often refers to syphilis as the "great imitator," because many of its symptoms are similar to other diseases.

"Our study has major worldwide implications for populations living in rural areas with limited access to healthcare," says Dr. Pant Pai. "These tests offer the potential to expedite first line screening in settings where people have no access to a primary care physician or where laboratories take more than a week to deliver results."

(AP) ? A lawyer for Dominique Strauss-Kahn is claiming victory after a judge ruled that a publisher must add an insert to a book about the former International Monetary Fund chief's sexual relationship with the author.

Jean Veil said Wednesday the publisher will be fined ?50 ($65) for each copy of Marcela Iacub's "Beauty and the Beast" that fails to comply. The Nouvel Observateur newspaper, which printed an interview with Iacub and excerpts, also must put a legal notice on its front page, the French newspaper said. It said the insert text must say that the book violates Strauss-Kahn's privacy.

Strauss-Kahn's private life was thrown in the spotlight in 2011 when a New York hotel maid accused him of trying to rape her. Strauss-Kahn reached a legal settlement with her last year.

The members of the Malawi Law Society (MLS) have elected new president for the body. He is Mandala Mambulasa, who was voted in a democratic and transparent ballot.

The elections were held in Mangochi during the MLS annual general meeting.

Mambulasa replaces John Gift Mwakhwawa who has served as MLS president for three consecutive years of one year term each.

Emmanual Theu is the new Vice President; Felisah Kilembe is the Secretary, John Suzi Banda Treasurer.

Committee Members are Powell Mkhutabasa, Alfred Majamanda and Felister Jumbe.

Mwakhwawa said he was leaving his office a happy person having increased awareness of court processes among members of the general public.

In his acceptance speech, lawyer Mambulasa said he is determined to reunite the Law Society with other professional bodies for the betterment of the country.

Mambulasa is a managing partner in Mambulasa & Company. He is also a human rights lawyer and an advocate of media freedom and freedom of expression.

He has also assured that MLS will push for Access to Information Bill to be passed in the national assembly.
